On April 9, 2019, the Department of Public Health (DPH) released All Facility Letter (AFL) 19-16, which updated its guidance for conducting annual audits of nursing home staffing levels. The not-very-effective audit system has been modified to assess compliance with the new SB 97 staffing requirements.  Hundreds of nursing homes have received waivers from DPH allowing them to staff below the SB 97 requirements.
