Inspector General Slams California Nursing Home Inspections Again
A June 14, 2014 report by the federal Office of Inspector General (OIG) for the Department of Health and Human Services criticized the quality of California nursing home licensing inspections. The report, CMS’s Reliance on California Licensing Surveys of Nursing Homes Could Not Ensure the Quality of Care Provided to Medicare and Medicaid Beneficiaries, found that the California licensing inspections cannot be counted on to identify violations of state nursing home standards.
CDPH Approves Skilled Nursing at Redding Veterans Home
The California Department of Public Health has given the seal of approval to the Veterans Home of California in Redding to operate as a skilled nursing facility.
Decisions for this approval came down today when the CDPH Survey team completed their initial survey and unanimously passed the veterans home with zero deficiencies in all areas of the skilled nursing facility.

New Advocacy Guide for State HCBS Transition Plans, and National Consumer Groups Request CMS Action
States currently are implementing the new federal Medicaid regulations for home and community-based services (HCBS). Under the regulations, each state must develop a transition plan that explains how the state will comply with the new regulations. Read the report:

NSCLC and other national consumer groups are requesting that CMS take action to ensure proper implementation of the HCBS regulations.

CFPB Releases Financial Protection Guide for Assisted Living & Nursing Facilities
To equip assisted living and nursing facility staff with the know-how to prevent and spot the warning signs of elder financial abuse, the Consumer Financial Protection Bureau released a guide to protecting residents from financial exploitation.

CCL Launched New RCFE Facility Search Website
The Department of Social Services has launched a new website with information regarding facilities licensed by its Community Care Licensing Division (CCLD), including Residential Care Facilities for the Elderly (RCFEs). The site contains five years’ worth of very basic information regarding RCFEs, such as dates of visits by CCLD and numbers of complaints and citations. It does not include substantive information regarding the inspections, complaints or citations. CCLD states that information on the website should serve as an initial point of inquiry regarding the status of licensed facilities, and that additional information about a particular facility is available from the local Regional Office.

CANHR is bringing its comfort-focused dementia care training back to both San Diego on July 24th and Los Angeles on August 29th to focus on implementation of comfort care principles in lieu of chemical restraints.
